As co-founder of Turnkey Compliance Solutions, Michael Balda created the organization with Mark in 2006 with a simple goal: to provide clients with unwavering dedication and commitment. He is a committed partner to his clients and strives to understand their business compliance needs and the solutions Turnkey Compliance Solutions can deliver.

With more than 20 years of experience, he is adept at auditing, defining areas for improvement and building a program devised from the conceptual stage, documentation, staff training, execution and evaluation. Other skills include expert-level SPCC plan development, emergency response, Tier II/TRI/Biennial reporting, hazardous waste (RCRA) and hazardous materials (DOT) compliance and training. A notable project demanded a full-scale program developed to ensure DOT compliance for international shipments of hazardous materials from a large paint and coatings manufacturer.

Mike holds a bachelor of science degree in environmental science and chemistry from Southern Connecticut State University. Since 2001, he has developed and presented expert level training on many aspects of OSHA and EPA compliance.

Mike and his wife, Melissa, have been married since 1997 and have two daughters. He enjoys traveling, weight lifting and long distance biking. He and his family are also avid skiers.

As co-founder of Turnkey Compliance Solutions, Mark Morgano works every day to partner with clients to help them stay compliant while achieving their business goals.

Mark’s 25+ year career has been dedicated to environmental health and safety, with a focus on air and industrial wastewater compliance. He brings a broad range of knowledge and experience to his partnerships with organizations that specialize in optics, woodworking, metal finishing, plastics, aerospace and pharmaceuticals.  Through his work, Mark has conducted multiple audits of corporate management systems and compliance programs throughout the United States, Canada, Europe and South America, in addition to air compliance projects in the Far East.

Mark holds a bachelor of science degree in civil engineering from Virginia Polytechnic University, and a master of engineering degree in environmental engineering from the University of Hartford.

When Mark isn't working, he spends much of his time volunteering with his wife as a foster home for Handsome Dan's Rescue for Pit Bull-type Dogs, where they have saved about a dozen animals. They are also members of Rotary International, through which they host foreign exchange students. They travel, play hockey, SCUBA dive, and are avid golfers.

Alan Apperson

Environmental Health and Safety Specialist

Along with his more than 26 years' experience in federal, state and local environmental,
health and safety regulatory compliance at a manufacturing facility in Massachusetts, for
over 10 years Alan was responsible for EHS management for multiple business units of a
large multinational corporation.
During his career he has overseen compliance with EPA environmental programs such as TRI/Tier 2 and RCRA hazardous waste reporting, and Stormwater, SPCC and Air Pollution Prevention program development. He is certified in Massachusetts as a Toxics Use Reduction Planner. Alan also helped sites develop effective OSHA compliant safety
programs with his expertise in auditing, training, safety management systems, risk
assessments, cultural health and safety and ergonomics.
Alan has a Bachelor of Science degree in biology from the University of Miami along with a chemistry and material science background from previous employments. He has also managed in-house wastewater treatment facilities.
In his time outside of work Alan enjoys gardening, golf and hiking. He and his wife Patty
share a love of the ocean and sailing their Catalina 27 sloop. They have 2 sons and 4
grandchildren that keep them entertained.

terry rowley

Senior Environmental Health and Safety Specialist

Providing solutions for our clients since 2015

Terry Rowley has more than 30 years' experience in safety and health. His experience includes safety positions with several major manufacturers in the aerospace industry, an automotive and off-road equipment components manufacturer, a global fuel cell company and the State of Connecticut.

Terry is a Lean Six Sigma Green Belt and experienced with 5S and lean manufacturing organizations. In addition, he has developed and conducted numerous training programs, including ergonomics for both office and shop floor environments. His areas of expertise include OSHA general industry compliance, inspections and audits, and industrial hygiene measuring and monitoring.

Terry’s holds a bachelor of science degree in justice and law administration, and a master of science in occupational safety and health management – industrial hygiene. He is a member and past officer of the Connecticut Valley Chapter of the American Society of Safety Engineers.

When he is not working with his clients, Terry enjoys outdoor activities such as golf, hiking, and hunting. While his children were growing up, Terry volunteered for various organizations such as Boy Scouts, Girl Scouts, and sports teams. Terry now is satisfied with completing projects around his home, spending time with family and friends, and experiencing the next phase of his life. He also has an excellent sense of humor.

Nicholas E. Simpson, OHST

Environmental, Health and Safety Specialist

Nicholas Simpson is a licensed Occupational Health and Safety Technologist who oversees and implements compliance and safety elements for smaller manufacturing sites as the sole environmental health & safety coordinator.

Nick specializes in the unique blend of compliance concerns that these organizations face, which can include typically high employee turnover rates. These special issues require greater organizational skills and continued focus on the changing requirements.

Nick holds a bachelor of science degree in safety studies from Keene State College.

Gina Vicalvi

As an environmental, health and safety specialist at Turnkey Compliance Solutions, Gina uses her knowledge and experience in environmental chemistry to help our clients remain compliant while they pursue the mission of their business.

Before joining Turnkey Compliance Solutions, Gina gained experience within the chemistry discipline through an internship with a municipal environmental management agency. She also has extensive experience in legal services and hospitality management, gained during her studies. She is an avid equestrian and enjoys outdoor activities such as rock climbing, hiking and kayaking. She also plays the violin and is a food and wine enthusiast.

Kimberly M. Clarke, L.E.P. 


Kimberly Clarke has more than 20 years of professional environmental consulting experience. Throughout her career, Kimberly has been directly responsible for the design, implementation, and management of environmental investigations and remediation of hundreds of sites with varying environmental and operational complexity, while effectively managing staff with diverse technical backgrounds. She has significant experience in the preparation and completion of Phase I, II, and III Environmental Site Assessments using expedited characterization and assessment technologies and the Conceptual Site Model process; underground storage tank removal and closure; detailed site investigations of soil, groundwater, surface water, and sediment in an array of environmental settings and for a variety of contaminants; remedial alternatives evaluations; and interim and final remedy design and implementation on numerous projects and for a wide variety of contaminated media.

Kimberly has been a Licensed Environmental Professional in the State of Connecticut since 2004, working collaboratively with stakeholders and regulators to develop sound solutions to environmental problems, and has issued final verifications under the Connecticut Remediation Standard Regulations and Property Transfer Law. She is also a Licensed Asbestos Inspector and a Certified Lead Inspector and has implemented comprehensive hazardous building materials surveys at numerous residential, commercial, and industrial properties throughout Connecticut.

Melanie Folcik Barillaro

Environmental, Health and Safety Specialist

Melanie Folcik Barillaro specializes in aviation and medical emergency training. She leads the human factors training program with more than 15 years of aviation background as an Airline Transport Pilot and Certified Flight Instructor. She has worked in emergency medical services for over 20 years and holds her EMSI and American Heart Association instructor certifications.

Melanie’s courses have been recognized by the State of Connecticut Department of Emergency Services and the FAA branch offices.

Melanie has successfully served as a Director of Training and Safety for Part 135 Aviation companies. Her other credentials include PADI Rescue Diver, Emergency Medical Technician and founder of an emergency training organization.  

Melanie resides in Connecticut with her husband and two young sons and is an avid reader and traveler - spending endless hours hiking, exploring, diving and introducing her young family to the many unique locations this world offers.

Tom Dillon


Lieutenant Thomas Dillon (Ret) is a security consultant with Turnkey Compliance Solutions. In this role, he works with clients to develop emergency operations plans and vulnerability assessments. These enable businesses to manage critical incidents such as active shooter, violent intruders, lockdowns, Secure the Building, evacuations, bomb threats and severe weather. Tom brings an extensive background in safety and security, as well as a deep knowledge of many areas of law enforcement.

Tom is a twenty-five year veteran law enforcement officer, most recently retired from the city of Wethersfield, CT as Commander of the Detective Division.  Prior to his retirement, he commanded the regional Mid-State Narcotics Task Force from 2003-2010, while also acting as Commander for the Capitol Region Emergency Services Team (CREST), a regional search & rescue dive team. Tom was also the department team leader for the Emergency Response Team (SWAT). During his career, he has held positions with increasing responsibility, as patrol sergeant, detective, and patrolman. Early in his career, Tom received specialized training from the Department of Environmental Protection, and was named one of the department’s first Marine Patrol Officers.

Tom is an experienced investigator with fifteen years of major crime experience, and has received significant advanced training in investigative procedures and security. He is a highly decorated officer, receiving the department’s Medal of Valor and, on three occasions, the department’s Medal of Merit.

In his position as department’s security liaison with the Town of Wethersfield Board of Education (2003-2012), Tom was responsible for the security and safety of the districts seven schools. He personally developed a district wide Security and Safety Assessment Program that led to major changes in security and safety procedures throughout the school district. He has extensive experience with the implementation of the State of CT All-Hazard School Security and Safety Plan in the towns of Wethersfield, East Hartford and Winchester, CT. The All-Hazard Plan has been modified for the business environment.

In his spare time, Tom is an outdoorsman, frequently hiking and kayaking. He is an avid golfer, and enjoys spending time at his lake home in New Hampshire.
